MilleniuM Real Estate Advisors was
selected as the Army's partner to analyze privatization opportunities at the Yuma Proving Ground and to prepare plans and evaluations to support recommendations.
MilleniuM and the Army have identified five privatization initiatives that are underway. These included:
- Privatization of installation housing and billeting
- Development of a new conference center, resort and golf course
- Development of a vertical wind tunnel
- Construction of a large scale, high speed test track for hot weather testing
- Creation of a research and technology park
As of February of 1999, the plan for implementing the public/private partnership had been created and approved at the base level. The project subsequently became stalled at the Pentagon due to an apparent policy conflict with the proponents of RCI.
